cli: rename -reconnect-delay to -reconnect-delay-secs
All time arguments now use -secs suffix with integer seconds for consistency (-reconnect-delay-secs, -keepalive-timeout-secs). Co-Authored-By: Claude Opus 4.6 (1M context) <noreply@anthropic.com>
